The 5 Mexican Gulf Cartel members were given out by the gangs themselves. The 5 Gulf Cartel members were given out if what the group say was their responsibility in the kidnapping of the 4 Americans.
The 5 Mexicans were given out by the Secretive faction after they apologized.
They say they: “decided to turn over those who were directly involved and responsible in the events”.
The associated Press gave these messages in a letter leaked to them from the Tamaulipas state law enforcement source.

The leaked letter which was obtained by the Associated Press said the 5 Mexican Gulf Cartel: “acted under their own decision-making and lack of discipline”.

Mexican Gulf Cartel members also issued an apology for the spectacle their members created during the attack.
In their apology letter the The cartel’s Scorpions group noted that they “decided to turn over those who were directly involved and responsible in the events.”
They also added that the 5 members went against what they called the Gulf Cartel’s policy of “respecting the life and well-being of the innocent.”
The apology letter was sent to the Mexican police for their vicious attack on the 4 Americans which happened on 3rd March,2023.
The leaked letter which came from a Tamaulipas source to the Associated Press also showed an “outlet a photograph of the five implicated men lying bound and face-down on the pavement.”
That was not all, a separate source also told the Associated press that the 5 men were “found tied up in a vehicle that is at the center of the kidnapping investigation”.
There was no confirmations from the Mexican Officials with regard to the leaked letter.
